La UCO sitúa Juan Manuel Serrano detrás del fichaje de Leire Díez en Correos
The Central Operational Unit (UCO) of the Civil Guard has indicated that the hiring of the former socialist militant Leire Díez in Correos was carried out «through, apparently», Juan Manuel Serrano, who was president of the public company and chief of staff of the President of the Government, Pedro Sánchez, in what resulted in a hiring «strategic» for the alleged plot of irregularities with public contracts.
This is clear from a report that the UCO has sent to the judge of the National Court Santiago Pedraz, who is investigating alleged rigging in contracts of the Spanish Society of Industrial Participations (SEPI), in which they would have participated. Tenthe former president of the entity Vicente Fernandez, the businessman Antxon Alonsoy the former Secretary of Organization of the PSOE Santos Cerdán, alleged ringleader.
«Apparently», indicates the UCO, «the positioning of Díez in a Post Office position would have been treated directly by Fernández with Serrano», as inferred from a conversation between the two in May 2021.
«What we talked about about Leire, could we put it into action now?» Fernández asked Serrano, as read in the embedded messages, and added: «I had thought that, since after the reorganization, Tote was in charge of institutional issues in the territories, She could be assigned to work with him. To the messages from the former president of the SEPI, Serrano responded: «Ok, let’s talk»according to the report. Next, the agents include a message from Díez to Fernández in which he asks if «Juanma has responded.» «Yes, it has put me ‘ok, let’s talk’. Don’t worry, yours will work out,» he responded.
The UCO identifies ‘Tote’ as «José Luis Pérez, deputy secretary of the Postal Service», who «would have held previous positions in the Junta de Andalucía, an area in which he could have met» Vicente Fernández.
Díez knew that she was hired «before» it was announced
A few days after these conversations, the investigators collected a series of messages in the ‘Hirurok’ group – a chat of which Díez, Fernández and Alonso were part -, from which it appears that Fernández «would have received the confirmation by Serrano that Leire was going to be hired by Correos to be with his friend Tote in the institutional area.
Fernández indicated that this is «good for everyone», This shows that «Díez’s position in public office, in this case apparently through Serrano, was a strategic issue for ‘Hirurok’,» explains the UCO.

In this regard, the researchers highlight that «this supposed confirmation» was made on June 21, 2021, «before any announcement or procedure for the provision of the position was made.»

And in October of that same year, according to the UCO, there were messages between Díez and the deputy secretary of the Post Office «in relation to the preparation of a draft ‘Institutional Relations profile’, in the end, the position that was going to be held» by the ex-militant, and they add that the man ordered him: «Modify what you think.»
Thus, Díez forwarded “his own version of the document, that he considered more suited to his profile»explains the Civil Guard. The document, also incorporated into the report, indicates that a person was needed with «extensive knowledge of the Correos structure», experience in institutional relations and social networks, among other aspects.
«According to the conversation between Díez and Pérez, On 10/25/2021, that is, just one day after the deadline to submit resumes, Díez would have already received the notice that he would join Correos ‘almost certainly on the 15th’,» states the UCO.
Serrrano would have participated “actively” in the hiring of Díez
All this allows the Benemérita to conclude that Serrano «he would have actively participated in the appointment of Díez at Correos». «From the initial moments, when Fernández talks to him to ‘get it going’, until shortly before his initial appointment takes place,» he adds.
And the fact is that, «taking into account the position held by Serrano, the intermediate procedures were carried out by other Correos executives, considering it necessary to delve deeper into the relationships or instructions that during those dates would have taken place,» he points out.
This, according to the UCO, «would have led, for example, to Díez had the ability to modify the profile of a job position that he intended to occupy within Correos, causing later, for example, another director to state ‘not having found internal candidates that meet the entire required profile’.
Messages and documentation are, for agents, «elements of which, From a police point of view, «They highlight the relevance of their participation in the events and the need to continue delving into the details of it.»
Fernández collected more than 200,000 euros from a Correos contract
«In general terms, the new evidence collected since December 2025 would allow Correos to be placed as another of the companies that would have been the object of the exercise of influence by the ‘Hirurok’ group, coinciding these events with the Serrano Presidency »which lasted from 2018 to December 2023, the agents say.


And the UCO details that Díez became president of Philately and Institutional Relations – an entity dependent on Correos – in 2022, a position on which he depended «immediately» of Serrano.
«Within this period of time in which Díez depended directly on Serrano, Correos made a series of contracts with the law firm SDEP & Carrillo Abogados,» he explains.
And he adds that this office «was awarded in 2021 a commission formalized» by a Temporary Union of Companies participated by the public company Enusa – where Díez had previously worked -, which is why the investigated company Mediaciones Martínez «came to issue two invoices for a total of 17,545 euros to SDEP, «which would have served to channel the extra costs introduced in that contract for the benefit of ‘Hirurok’.»
Already in 2022, Díez would have maintained contacts with Juan Antonio Carrillo, from SDEP, «to specify an order to the office in relation with an agreement between Correos and the Vicens Vives publishing house. In these assignments, the former militant «explained that her main mission was to ‘protect’ President Serrano,» details the UCO.
Two days after that message, Carrillo asked Fernández about «What percentage seemed appropriate»the agents adding that it could refer to «what percentage of the contracted amount would go to the SDEP office and what percentage would go to Vicente Fernández.»
And they state that from the sending of a draft of the framework contract between Correos and Vicens Vives, in March 2022, «it would appear that Carrillo was already working on Díez’s order despite the fact that has not yet been formally awarded the formal performance of such service by Correos.
On this point, the agents conclude that Fernández «would have coordinated Díez with SDEP, in such a way that the aforementioned office would have allegedly participated in the drafting of the specifications of the tender that I was eventually going to participate in». In this regard, they report that the former president of the SEPI «would have received at least 213,995.20 euros from SDEP between the years 2022 and 2024.»
